Budget Based Simplification

Given a triangle budget render the best simplification.

budgetSimplifyTree: Simplify the vertex tree based on a triangle budget

Routines for integrated triangle-budget simplification and rendering. Given a maximum number of triangles to use, the routines in this file will draw the best simplification they can of the specified octree.
